i want to manually test it on a cuda runner first, give me a bit, sorry for the delay |

ok did the testing, indeed we need to update the kernel driver on the runners to use cuda 13, but luckily cuda 12 still works fine with the new kernel driver there is one consistent failure with cuda 13 though: @kweronsx as part of this PR can you please make a GH issue for the failure and xfail the test using the |

Adds an E2E-cuda13 pre-commit job. On the CUDA 13 runner it reuses the
regular toolchain, rebuilds the UR CUDA adapter with CUDA 13.1, then builds
and runs the E2E tests.
Previously the CUDA 12.6-built adapter and tests timed out on CUDA 13.
