Allow Symfony 8, PHP 8.4 and psr/log 2/3 (Case 208504) - #44

`psr/log ^1.0` kept projects from updating packages that need psr/log 2 or 3, such as recent Monolog versions. Parameters with an implicit nullable type now use an explicit `?` to avoid PHP 8.4 deprecations. `symfony/monolog-bundle` 4 is allowed in `require-dev` because 3.x does not support Symfony 8. The CI matrix gains a PHP 8.4 / Symfony 8.1 job. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
