Closes #493.
Problem
Facility resolves Next.js 16.3.8, which is in the affected range for two unauthenticated remote-code-execution advisories and one App Router denial-of-service advisory published upstream. The repository's all-severity audit now fails on this version.
Change
Validation
node --test --test-concurrency=1 scripts/reviewed-dependencies-security.test.mjs— 11 passed;pnpm --filter @facility/web test— 179 passed;pnpm --filter @facility/web build— production build succeeded with Next.js 16.4.1;pnpm audit --audit-level low— passes with only the repository's three existing reviewed exceptions. The full repository and Docker checks run in CI on this exact branch.
