Same golangci-lint bump as applied on PR #2010 (release-v0.29.x):

• bump golangci-lint from v2.11.4 to v2.14.0
• set install-mode: goinstall

Note: the pipeline 1.15.2 → 1.15.3 part of #2010 does not apply on main (already on github.com/tektoncd/pipeline v1.16.0).
