ppg 17: -devel llvm/clang floor >= 19, not 19.0 (fixes openSUSE Leap 16) - #180

01cf61a made percona-postgresql17-devel require llvm-devel and clang-devel >= 19.0. openSUSE Leap 16 ships both as version "19" (19-160000.2.2), which RPM orders below "19.0", so every package that BuildRequires the -devel became unresolvable on openSUSE_Leap_16 (26 packages in ppg:staging:17): nothing provides clang-devel >= 19.0 needed by percona-postgresql17-devel, (got version 19-160000.2.2) Use `>= 19`, the floor PG 17's own llvmjit subpackage already uses (`Requires: llvm >= 19`): it is satisfied by Leap's 19, EL's 19.1/20.1 and Tumbleweed's 21.
