feat: add dynamic Tech Insights checks behind a feature flag - #878
Tech Insights checks can now live in the database and change at runtime, instead of being defined in app-config and picked up on a restart. This is the backend for the Scorecards check editor, which follows in a separate PR.
The new tech-insights-backend-module-dynamic-checks module serves an API under /api/tech-insights/dynamic-checks to create, edit, delete, publish and unpublish checks, dry-run a check against an entity, validate a draft while it's being edited, and trigger a fact retriever. Only published checks reach the checker. The module reuses jsonfc's checker rather than replacing it, so a stored check evaluates exactly like a config-file one.
Publishing a check, or editing a published one, is refused when it names a retriever or fact that isn't registered or its rule can't be evaluated. A published check that breaks later, for example when its retriever drops a fact, is left out with a warning. Otherwise jsonfc would fail every check on the entity.
Every route checks one of two new permissions from tech-insights-dynamic-checks-common: tech-insights.dynamic-check.read to list checks and tech-insights.dynamic-check.manage for everything else. The OpenChoreo policy doesn't map them yet, so they fall through to its default allow. Mapping them to OpenChoreo actions comes in a later PR.
In OpenChoreo, the backend installs Tech Insights and this module only when openchoreo.features.scorecards.enabled (OPENCHOREO_FEATURES_SCORECARDS_ENABLED) is true. It's off by default, so a default install doesn't change. Turning it off later keeps the stored checks and facts.
Both new packages are private for now and have no OpenChoreo dependency.
Checks are stored in the tech-insights database and managed at runtime
instead of in app-config. The dynamic-checks module hands jsonfc's checker
the published checks, leaving out any whose facts or rule can't be
evaluated so one broken check doesn't fail every scorecard, and serves a
REST API to list, edit, publish and dry-run checks. Every route enforces the
read and manage permissions defined in the new dynamic-checks-common
package; a portal grants them through its permission policy.
The OpenChoreo backend installs Tech Insights and the module only when the
new openchoreo.features.scorecards flag is on, which it is not by default.

Walkthrough
This change adds a Tech Insights dynamic-checks backend module with database storage, validation, dry-run evaluation, permissions, and management routes. It adds an opt-in Scorecards feature flag that controls whether the Tech Insights backend and dynamic-checks module load.
Adds read and manage permissions, exports them from a common package, and documents their covered operations and an example policy.
Check storage and publication state plugins/tech-insights-backend-module-dynamic-checks/migrations/*, plugins/tech-insights-backend-module-dynamic-checks/src/DynamicCheckRegistry*
Adds database migrations and a registry for storing, updating, publishing, retrieving, and deleting checks. Published-check queries exclude drafts.
Check validation and dry-run evaluation plugins/tech-insights-backend-module-dynamic-checks/src/validation.ts, plugins/tech-insights-backend-module-dynamic-checks/src/EvaluableCheckRegistry.ts, plugins/tech-insights-backend-module-dynamic-checks/src/dryRun.ts, plugins/tech-insights-backend-module-dynamic-checks/src/evaluation.test.ts
Adds rule and fact-schema validation, filters invalid checks from evaluation, and returns dry-run statuses with reasons. Tests cover validation, registry filtering, and dry-run outcomes.
Adds the backend module and package entry point. The module registers permissions, runs migrations when configured, wires check evaluation, and mounts the router.
Adds the openchoreo.features.scorecards.enabled setting and environment-variable mapping. The backend loads the Tech Insights backend and dynamic-checks module only when the flag is enabled.
Where the Tech Insights frontend is installed, a user could store a link that executes attacker-controlled content when another user clicks it. Restrict link URLs to http(s) before merging.

Explanation
The title "feat: add dynamic Tech Insights checks behind a feature flag" matches the main change. The PR adds a database-backed dynamic checks backend module, its permissions, and the openchoreo.features.scorecards flag that gates installation. The title is concise, specific, and follows a conventional commit style. It omits the API and validation scope, which is acceptable for a title.
Full details: Description check
Explanation
The description covers the purpose, approach, permissions, feature flag behavior, and related issue. It follows the repository template's Purpose and Goals content only partly. It leaves out the Release note, Documentation, Automation tests (coverage details), Security checks, Test environment, and other template sections. The non-critical sections are missing, so the description is mostly complete for a backend feature PR, but the template is not fully followed.
Full details: Linked Issues check
Explanation
Issue [#5037] requires database-backed check CRUD, draft and published states, dry-run, validation, fact retrieval, result metadata and links, permissions on every route, tests, no OpenChoreo dependency, and feature-gated OpenChoreo installation. The summary reports these in DynamicCheckRegistry, router.ts, dryRun.ts, validation.ts, the fact-retriever route, the links and metadata migration, and the unit tests. module.ts and packages/backend/src/index.ts provide the stated Tech Insights feature gate. The new packages do not add an OpenChoreo dependency.
Full details: Out of Scope Changes check
Explanation
The changes remain within issue [#5037]. The migrations, registries, validation and dry-run logic, router, permission package, tests, package setup, configuration, and feature-flag integration directly support dynamic check management and its OpenChoreo installation behavior. The changeset and configuration examples document or enable the feature. No unrelated change is demonstrated.
Full details: Docstring Coverage
Explanation
Docstring coverage is 40.00% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 20 functions across 18 files. (9 skipped: 9 unsupported.)
Resolution
Write docstrings for the functions missing them to satisfy the coverage threshold.
