feat: publish the portal shell and add the create-portal scaffolding CLI - #753
Composability Phase 2 (openchoreo/openchoreo#4330, design discussion openchoreo/openchoreo#4275): makes the portal shell a published package and adds a CLI that scaffolds a standalone, user-owned portal repo on top of it. Two commits, reviewable independently.
Summary by CodeRabbit
New Features
Added the npx @openchoreo/create-portal CLI to scaffold a customizable OpenChoreo Portal, with options for the project name, output location, package registry, and dependency installation.
Generated portals include setup and customization guides, plugin support, and a path for incorporating future portal releases.
The portal app is now published alongside other OpenChoreo packages and is available for custom portal projects.
Documentation
Added CLI usage and generated-portal guides, and updated the main README with custom portal instructions.
It looks like this branch is under active development. To avoid overwhelming you with review comments due to an influx of new commits, CodeRabbit has automatically paused this review. You can configure this behavior by changing the reviews.auto_review.auto_pause_after_reviewed_commits setting.
The portal app joins lockstep publication. The new @openchoreo/create-portal CLI generates a standalone portal from monorepo files. The release workflow tests the generated scaffold and publishes its template. An accessibility test adds a bounded wait for sign-in or post-login elements.
The generator copies and transforms monorepo files into a scaffold, removes marked assistant wiring, pins workspace dependencies, and validates generated files. Template sources provide the portal shell, metadata, tests, and generated-project guidance.
The CLI validates options, selects a registry and template, renders the scaffold, attempts Git initialization, and installs dependencies unless skipped. Tests cover the CLI and its task helpers.
The release workflow smoke-tests generated scaffolds and publishes template tags to the stable or prerelease branch when configured conditions are met.

The test waits up to 15 seconds for sign-in controls or post-login navigation. If the wait times out, it continues with the existing checks.

⚠️Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Do not move main for a back-line stable release.
build distinguishes the highest stable tag from an older stable tag, but this branch pushes both to the template repository's main. If v1.3.0 is current and v1.2.1 is released afterward, the push makes main contain the older template. Push the version tag for every stable release, but advance main only when needs.build.outputs.latest is true. (raw.githubusercontent.com)

Assert the working directory in the buildAppTask test.
The test name says the commands run inside the portal. No assertion checks the directory. execCommands() records only command strings, and the exec mock ignores cwd. buildAppTask changes directory with process.chdir(appDir) and then runs bare exec(cmd) calls. Removing the chdir call leaves this test passing.
Spy on process.chdir and assert that it receives the portal directory. The spy calls through to the real chdir. The existing afterEach restores the original directory, then jest.restoreAllMocks() removes the spy.

Update the buildAppTask test to spy on process.chdir and assert it is called
with the portal directory, while preserving the existing command assertions and
test cleanup behavior.
Add a generator test for feature-discovery wiring.
Add a generator test for feature-discovery wiring.
The generator suite checks only that packages/app/src/App.tsx is in the rendered file list. It does not read any file contents for discovery wiring. Removing app.packages from the generated app-config.yaml, or removing @openchoreo/backstage-portal-app from the generated packages/app/package.json, passes every generator assertion. The scaffold's own discovery.test.ts catches a missing dependency, but it runs only inside the generated repository. It does not read app-config.yaml.

Add a generator test that reads the rendered packages/app/package.json and
