Deprecate react-native-xaml

Why

Document the end of planned maintenance for react-native-xaml while keeping
the source and historical guidance available. Use the prominent notice style
from microsoft/react-native-dualscreen#178.

What

  • Deprecation notices. Mark the project deprecated as of 2026-10-24 in
both READMEs, with no further maintenance, bug fixes, or security updates planned.
  • Historical guidance. Remove the active CI badge and contribution/support
invitations, and point usage and technical guidance to the project notice.
Preserve licenses, examples, and Microsoft security-reporting instructions.
  • Clear scope. State that this project provides no direct replacement
and that React Native for Windows itself is not deprecated.

Testing

Checked notice wording and new links, preserved security/licensing and code
examples, and validated the documentation-only Beachball entry.

Changelog

Should this change be included in the release notes: no. Document project
deprecation and the end of planned maintenance.

Microsoft Reviewers: Open in CodeFlow

Add the approved dated maintenance notice and mark existing guidance as historical.
Preserve Microsoft security reporting and license information.
