mautic/mautic#17853 removes MauticDenyAccessListener from the ApiBundle. The listener was never wired to any event, so ApiPermissionVoter is the only place that dispatches ApiPlatformPermissionContextEvent.

This PR updates the "API permission-context event" section of docs/plugin_extensions/api.rst:

• Describes the permission voter as the only dispatch point and drops the deny-access listener.
• Updates the getSecurityExpression(), getRequest(), and getAttributes() descriptions to match what the voter passes to the event. getRequest() returns null and getAttributes() returns an empty array.
• Removes the note about telling the two dispatch paths apart.

Verified against ApiPermissionVoter::voteOnAttribute() and ApiPlatformPermissionContextEvent on 8.x. Vale reports no new findings.
