Summary

Refresh the OpenAPI repository's directly declared tooling and workflow dependencies to current stable releases.

Changes

• Update the validator, YAML parser, generator CLI, and lockfile.
• Align the generator smoke test with the current generator release.
• Adapt the property validator to the YAML parser's named export and ignore generated output.
• Set the CI Node runtime explicitly to meet the parser's minimum requirement.
• Remove the broad glob override so newer glob can use its required minimatch; retain the narrow compatibility override for Spectral.
• Update pinned GitHub Actions to their current releases and commit SHAs.
