Adds an "Agent pre-flight credit check" note to the billing page, next to the crawl one, and a cost tip on the Agent page that links to it.

/v2/agentruns now get a credit check on every plan. If a team has pay-as-you-go off and no auto-recharge, a run at zero balance gets a 402 that states the balance. For those teams,maxCreditsis capped at the remaining balance, and the run stops if the balance runs out. Free daily runs and overage or auto-recharge teams are unchanged.Based on fix(api): gate /v2/agent credits after free-request consumption and cap runs at the balance. That PR closed the credit-check bypass and added the balance cap.
Needs a human look: I didn't name a
stopReasonfor a run that stops because the balance ran out, since the API repo doesn't show how that stop is reported. Add it if the agent service sets one.
