Make it possible to build che-operator image on the dogfooding instance

I'd like to build the che-operator image on the dogfooding instance using make docker-build docker-push IMG= command. Currently i have this error:

che-operator $ make docker-build docker-push IMG=quay.io/vsvydenk/che-operator:1
ERRO[0000] running `/usr/bin/newuidmap 3671 0 1000 1 1 10000 65536`: newuidmap: write to uid_map failed: Operation not permitted
Error: cannot set up namespace using "/usr/bin/newuidmap": exit status 1
make: *** [Makefile:117: docker-build] Error 125

Steps to reproduce:

• Start the workspace from https://github.com/eclipse-che/che-operator
• Run make docker-build docker-push IMG=

Describe the solution you'd like

Use UDI image for tooling-container
