Summary: add a guarded, disabled-by-default SIT-only Ledger Kafka failure switch. It requires exactly the sit profile and matching process environment variables, preserves the governed LedgerPostingFailed, outbox, and inbox paths, and adds no HTTP surface. Verification: ./mvnw verify passed with 63 tests and 0 failures. Merge before the controlled compensation acceptance case. Keep issue 261 open until runtime evidence and cleanup verification are complete.
