feat: add clang-format, clang-tidy and other clang-tools plugins

asdf-clang-tools picks the tool to install from the plugin name, so it is registered once per tool, the same way as asdf-hashicorp:

• clang-apply-replacements
• clang-format
• clang-include-cleaner
• clang-query
• clang-tidy

• Test locally with scripts/test_plugin.bash --file plugins/<your_new_plugin_name>
• Your plugin CI tests are green

Hi @Stratus3D, I've rebased this onto the latest master to resolve the conflict with the table re-format from #1089.

I also switched from a single clang-tools shortname to one per tool (clang-apply-replacements, clang-format, clang-include-cleaner, clang-query, clang-tidy). The plugin picks the tool from the plugin name, so a plugin added as clang-tools couldn't install anything. This follows the same pattern as asdf-hashicorp. scripts/test_plugin.bash --diff and prettier --check both pass locally.
