docs(repo): add solo-maintainer review exception to workflow - #9

Record the narrow review-policy exception under which a single maintainer may merge without an external approver, conditioned on green CI on the exact head, a passing validation ladder, and a recorded substantive self-review. Mirrors the product repo's exception, trimmed to this static-site repo (no Plaid/certification provisions apply here). The exception ceases the moment a second maintainer with merge authority is available.

Self-review (solo-maintainer exception)
Scope: documentation-only — adds the review-policy exception to AGENTS.md. No code, no behavior, no validation changes.
Verified against the exception's own bar:
- CI green on exact head (
validate (bun 1.4)pass;Workers Builds: alepes-websitepass). - Change is a faithful, narrowly-scoped clone of the product repo's exception, with the product-specific certification bullet (Plaid Sandbox) intentionally removed — nothing of that kind applies to this static marketing site.
Material findings: none. The added text is declarative and cannot affect the build, tests, or the static export.
Reviewed-by self per the recorded exception; merging with a normal merge commit (not squash).
