ci: add issue moderator and anti-slop PR workflows - #328
None. This brings in two workflows from AOSSIE-Org/Template-Repo: issue-moderator.yml and anti-slop-pr.yaml.
Screenshots/Recordings:
N/A (CI only, no UI change)
Additional Notes:
issue-moderator.yml: when an issue is opened, github/ai-moderator checks it with GitHub Models and labels it ai-slop or spam. A follow-up step closes and locks flagged issues with an explanatory comment.
anti-slop-pr.yaml: runs peakoss/anti-slop when a PR is opened or reopened, with max-failures: 4. Dependabot and org members/collaborators are exempt by default.
Changes from the template:
Actions are pinned to commit SHAs, the same way every other workflow here is pinned (Scorecard checks this): ai-moderator v1.1.4, github-script v7 (same SHA as the existing workflows), anti-slop v0.3.0 (the same pin as Add the anti-slop PR check from the AOSSIE template GitPay#58). This matters most for anti-slop, because pull_request_target runs with pull-requests: write. Neither job checks out PR code.
The github-token input is removed.github/ai-moderator has no such input; it's called token. In the template, the value also has a stray \ before ${{. The action uses the default GITHUB_TOKEN either way, so the line did nothing except print an "unexpected input" warning.
Only newly opened issues are moderated. The template also triggers on edited, but github/ai-moderator only evaluates opened events (source), so an edit re-ran the label check without re-moderating anything. The workflow also sets permissions: {} at the top level; the job keeps issues: write and models: read.
anti-slop posts a closing message. By default it closes a PR silently, so failure-pr-message now tells the contributor why it was closed and how to get it reopened.
Two notes for maintainers:
The ai-slop and spam labels don't exist yet. GitHub creates them the first time they're applied.
models: read requires GitHub Models to be enabled for the StabilityNexus org. If it isn't, the moderator step will fail.

New Features
Pull requests are now automatically checked for low-quality or spam-like content when opened or reopened.
Newly opened or edited issues are automatically reviewed for spam and low-quality content. Issues flagged with either label are commented on, closed, and locked.
Issues that are already closed are not closed or locked again.
Brings in issue-moderator.yml and anti-slop-pr.yaml from
AOSSIE-Org/Template-Repo.
Changes from the template:
- Pin github/ai-moderator, actions/github-script and peakoss/anti-slop
to commit SHAs, like the other workflows in this repo.
- Drop the github-token input. ai-moderator has no such input (it is
called token) and falls back to the default GITHUB_TOKEN anyway.
- Only close and lock issues that are still open, so editing an
already closed issue doesn't post the bot comment again.

These workflows only affect issue and PR moderation. Edited issues will not be re-moderated, even though the workflow runs on edits. In a narrow timing window, an issue could be closed based on content the author has already changed. PRs closed by the anti-slop action will give contributors no explanation. None of this breaks the repository itself, so the change is mergeable, but the issue-edit gap is worth addressing soon.

github/ai-moderator only evaluates issues on "opened", so the "edited"
trigger re-ran the label check without re-moderating anything. Drop it,
along with the open-state guard that only existed for edits, and set an
empty default permissions block.
Give anti-slop a failure message so contributors whose PR is closed
know why and how to get it reopened.

Use a moderator that processes issue edits.
The pinned github/ai-moderator processes issues.opened but skips issues.edited. When an author edits an unflagged issue to add spam, this workflow runs without evaluating the new content. The follow-up step finds no moderation label and leaves the issue open. Use an action or separate handler that evaluates edited issues. (github.com)

Confirm that the moderation result applies to the current issue content.
If an author edits an issue while its opened run evaluates the original event payload, the moderator can label the issue based on content that no longer exists. This condition checks current labels and state, but not whether the evaluated content is still current. The run can then close and lock the corrected issue. Recheck the issue content before acting, or serialize runs per issue and evaluate the latest content. (github.com)
