ci: scope dependabot to github-actions and add auto-merge workflow - #149

Replace dependabot.yml with a github-actions-only configuration (matching arcane-push-stream) and add the dependabot-auto-merge workflow so dependency PRs can be auto-approved/merged under the new repository ruleset-based branch protection.
