The "Docs" workflow failed recently on Windows CI (see https://github.com/GenericMappingTools/pygmt/actions/runs/35809956760), with errors like:

ERROR: Invalid requirement: 'dist/*': Expected semicolon (after name with no version specifier) or end
    dist/*
        ^

Copilot proposed replacing python -m pip install dist/* with python -m pip install dist/*.tar.gz.

The failure on macOS CI is unrelated, and is likely due to upstream bug (sphinx-doc/sphinx#14458). The CI log shows that it works with sphinx 8 but fails with sphinx 9.

Edit: Still failing.

This workflow is not affected because it runs on macOS only. I updated this workflow too, so that the pip install commmands are consistent in multiple workflows.

I'm seeing many others errors reported at https://github.com/GenericMappingTools/pygmt/actions/runs/35809956760/job/107019084934#step:6:712:

Message: 'pip is configured with locations that require TLS/SSL, however the
ssl module in Python is not available.'
...
ImportError: Can't connect to HTTPS URL because the SSL module is not
  available.
...
ImportError: DLL load failed while importing _ctypes: The specified module
  could not be found.
...
< Message: 'No matching distribution found for setuptools>=80'

Maybe some issue after merging #4910 that is specific to Windows? Edit: might be pypa/build#1175

No. It passed in https://github.com/GenericMappingTools/pygmt/actions/runs/33058493087, and then failed in https://github.com/GenericMappingTools/pygmt/actions/runs/33581790641/job/100097416805 (three weeks ago)

We'r installing python-build from conda-forge which is at 1.6.0, and I think we need to wait for conda-forge/python-build-feedstock#45 to get 1.6.1 with the patch.
