…ailure flags The test needs @N30W030.earth_relief_01m_p.nc, which was not in ci-caches.yml, so CI downloaded it live and sometimes hit libcurl timeouts. Add it to the cache list and remove the LINUX/WINDOWS GMT_KNOWN_FAILURE flags. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>
