Follow-up to #10445: the test assertion update was pushed after that PR had already been merged, so
mastercurrently has the new Capabilities error message but the test still asserts the oldNormal Configpath and fails.This PR updates
test_local_permission_policy_denies_disabled_executionto expectWebUI -> Config -> AI -> Capabilities, matching the message now returned bycheck_local_execution_permission.Test plan
