fix(mpam): handle MSC groups in MBWU test - #584

- Group resource nodes by ACPI location so all MSCs managing the same memory resource are tested together. - Aggregate their monitor counts to validate the resource's total bandwidth usage. - Use direct group-member lookups to avoid repeated table scans. - Skip the test when no MPAM resource groups are present and restore monitor and MPAM2_EL2 state after each check.
